MARIPOSA CONSULTING, a woman-owned small business since 2003, offers research and management services to U.S. and international government agencies and non-governmental organizations. Mariposa Consulting, LLC provides expertise in three principal professional areas:
PROJECT MANAGEMENT – The firm provides policy development, financial analysis, business systems design and implementation support, management studies and organizational services.
APPLIED RESEARCH AND EVALUATION – The firm views evaluation and applied research as tools for program improvement and management decision-making. Services are provided in: program evaluation, policy assessments, development of indicators and measures for performance monitoring, local capacity building in research and evaluation, development of databases for monitoring and reporting on program progress, survey and operations research, quantitative and qualitative research design and implementation, and formative and impact evaluations.
TRAINING – Courses, seminars, workshops are offered on: Federal financial issues, project management, program evaluation and performance monitoring, utilization of analytical software for both quantitative and qualitative data, and qualitative research approaches such as focus groups and participatory action research.
Mariposa Consulting, LLC has a GSA Mission Oriented Business Integrated Services (MOBIS) contract to provide Consulting Services (category 874-1) and Survey Services (category 874-3). The company works throughout the United States and internationally in developing countries. It offers services in English, Spanish and Portuguese.
PERSONNEL
Much of the professional expertise of Mariposa Consulting, LLC lies with its two principals, Ms. Rebecca Sweeney and Dr. Ray Chesterfield.
Ms. Sweeney has more than 25 years of professional experience in support of Federal programs – providing consulting services to Federal agencies and private sector clients through her own firm, successfully implementing a large financial system, performing Federal budgeting and financial management, and developing grant and cooperative agreement programs. She has extensive supervisory and management experience. She has served as Requirements Branch Chief for the NOAA Commerce Business System (CBS), as NOAA Budget Formulation and Acting Budget Execution Chief, Budget Officer for the Bureau of Labor Statistics, DOL, and Supervisory Manpower Development Specialist for the Employment and Training Administration of DOL. Ms. Sweeney holds an M.B.A. in Business Management Information Systems from American University and a B.A. in History from the College of William and Mary.
Dr. Chesterfield is an anthropologist, linguist and program evaluator whose work has focused on assessment of education programs, cross-cultural communication, and human resource development. He is an experienced project manager, administrator, and teacher who has devoted much of his professional career to the creation and evaluation of programs that promote the formation of human resources in marginalized communities of the U.S. and Latin America. Dr. Chesterfield is a specialist on the integration of qualitative and quantitative data sets gathered in multisite program evaluations and has written extensively on this subject. He received a B.A. in Anthropology, an M.A. in Latin American Studies, and a Ph.D. in Comparative and International Education (major field Anthropology) all from U.C.L.A.
The firm also maintains a registry of professionals with whom the two principals have worked and who are available to provide specialized consulting services on an as needed basis.

Domestic
Technical Assistance in Financial Issues to Office of Marine and Aviation Operations (OMAO), NOAA, DOC. Mariposa Consulting, LLC is providing senior management expertise to OMAO through a subcontract with Oak Management, Inc. Services have included: financial policy issue resolution through research and negotiation with stakeholders; management studies on the topics of personal property procedures, Construction-Work-in-Progress procedures, use of Federal bank cards, and purchasing of aircraft fuel; multi-year leadership of Fair Act inventories and studies; budget services; meeting management; business processes development; and database review and implementation. Products include the design, training and implementation of Microsoft Access database applications; accounting and property policy statements; internal control review studies; training on Federal administrative issues; detailed procedure documents; operating instructions. and program evaluations. July 2005 - June 2010
Development of a Plan for the Reorganization of the NOAA Finance Office. Under a subcontract with Systalex Corporation, Inc. Mariposa provided a specialist in system implementation to develop a plan for the reorganization of the Finance Office as it transited the new accounting system from implementation to a maintenance operation. The effort included: a survey of senior managers; research on organization options; facilitation of issue discussions and resolution; proposal development, review, presentation, and implementation. Products include options and cost-benefit analyses for each issue, revised functional statements, position descriptions, and job vacancy and rating criteria The final plan was approved at all levels of NOAA senior management and implemented by NOAA. January 2005 - July 2005.
Financial Management Support to NOAA CBS. Mariposa Consulting has supplied a financial management specialist with expertise in financial system functionality, organization management, strategic planning and issue resolution to NOAA CBS through two separate contracts. The specialist developed white papers and policy strategies to assist CBS in its transition from an implementation-focused program into an operational unit, provided financial analysis, and trained CBS personnel in the management of financial issues related to the Federal budget cycle. September 2003 - January 2005.
Consulting Services to RGII Technologies, Inc. The firm provided an information technology professional to RGII to assist in the development of marketing strategies for placing its planning, budgeting and performance monitoring system, Monument™, with Federal clients. Services included: development of marketing strategies and materials, identification of key decision makers in Federal agencies, meeting with decision makers to discuss the capabilities of Monument™ for enhancing their finanacial management processes, and monitoring the results of marketing efforts. March 2005 - March 2006 and April 2003 - April 2004.
Financial Management Analysis for the National Academy of Public Administration (NAPA). The firm supplied a specialist in Federal government budget formulation and execution to carry out a study of program support costs of the National Science Foundation to define a reasonable level of support funding for an organization offering competitive grants. The specialist reviewed relevant agency documentation, identified and interviewed appropriate financial managers in comparable organizations, analyzed available quantitative and qualitative data, and reported on findings. August 2003 - November 2003.
International
Technical Assistance in Monitoring, Evaluation and Applied Research to Support the Education Reform in the Classroom Project. Mariposa Consulting is a subcontractor to Juarez and Associates on a four-year USAID-funded project to assist the Guatemalan Ministry of Education to improve educational quality at the classroom level in primary schools. Mariposa is currently working with local technical staff in the design of several monitoring and evaluation systems. February 2010 - September 2013.
Evaluation Support to USAID Global Evaluation and Monitoring (GEM II) Project. Mariposa Consulting is a subcontractor to the Aguirre Division of JBS International on an USAID/EGAT/ED-funded project to provide the agency with short-term assistance in strategic planning, sector assessment and activity design, monitoring and evaluation, health education, and quality assurance. To date the firm has worked with Aguirre by supplying a member of the team that evaluated the African Education Initiatives in 2009. October 2008 - September 2013.
Technical Assistance on the Evaluation of the Impact of CETT Teacher Professional Development Training in Latin America and the Caribbean. Mariposa Consulting is working with the Aguirre Division of JBS International to design and carry out a study of the relationships among pedagogical knowledge and classroom teaching, gained through CETT training, and student achievement. February 2007 - February 2010.
Technical Assistance in Monitoring and Evaluation to the El Salvador Program to Strengthen Basic Education with Emphasis in Reading and Writing. Mariposa Consulting served as a subcontractor to the Academy for Educational Development in assisting the Ministry of Education and local evaluation personnel to monitor progress on a series of indicators related to improving student achievement. February 2006 - September 2009.
Assistance to Basic Education (ABE). Through a subcontract with Juárez and Associates, Mariposa Consulting is providing services for a world-wide Indefinite Quantity Contract (IQC) funded by USAID. The contract is designed to provide technical assistance and program implementation services in support of basic education. October 2005 - September 2010.
Basic Education and Health Linkages (ABE LINK). Mariposa Consulting is working as a subcontractor with the Academy for Educational Development to assist USAID Missions and Bureaus in the implementation of their Strategic Objectives (SOs) pertaining to education and linkages in education and health, including social sector reform, throughout the world. October 2005 - September 2010.
Technical Assistance in Applied Research for the Development of a National Assessment and Evaluation System for the Ministry of Education in Guatemala. Through a subcontract with Juárez and Associates, Mariposa Consulting provided a Senior Education Evaluation Specialist to the project. Services included: design of a study to monitor education reform efforts in sentinel schools; assistance in building Ministry capacity to design and analyze applied research studies; aiding the Ministry to evaluate and adapt regional educational innovations for the Guatemalan context, and training of Ministry professionals in the collection and integration of data from multi-method research studies. June 2005 - September 2009.
Design and Monitoring Support to the Development of School Report Card Models in Central America. Mariposa worked with the Academy for Educational Development to design sustainable models and monitor progress of school-based decision-making in five Central American countries, the Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua. The firm assisted in the preparation of the overall design for the project, refining instruments for promoting school-based decisions, and creating indicators and monitoring procedures for measuring progress toward results. January 2005 - August 2006
Evaluation and Monitoring Support to the AprenDes Project, Peru. Through a contract with the Academy for Educational Development, Mariposa provided a Monitoring and Evaluation Specialist for a USAID-funded basic education project in Peru. The specialist assisted the project implementation team in the development of indicators, the selection and training of evaluation personnel, and the measurement of outcomes in a multi-grade schooling innovation for poor rural children. November 2003 - August 2009.
Technical Assistance in Evaluation and Monitoring to the MEDIR Project in Guatemala. Through a subcontract with Juarez and Associates, Mariposa provided technical support to the local team carrying out special studies on a number of education issues, under a USAID-funded project. The Mariposa specialist helped the MEDIR team with instrument design, training of fieldworkers, and integration of qualitative and quantitative data on classroom interaction and student performance. March 2004 - March 2005.
Evaluation and Monitoring Support to the Evaluation of Centers of Excellence for Teacher Training (CETT) in Latin America and the Caribbean. Through a subcontract with Aguirre International, Mariposa provided an Evaluation Specialist to assist with the design, instrumentation, training of evaluators, and data analysis for a formative evaluation of the USAID-funded CETT program. March 2004 - March 2005.
External Evaluation of the Central American School Report Card Test Project. Through a contract with the Academy for Educational Development, Mariposa evaluated the results of a pilot effort to test the feasibility of school-level use of educational data for local decision making in Guatemala, El Salvador and Nicaragua. Products of the work included a report on the success of the pilot and recommendations for expanding the effort to additional countries and a broader range of schools. September 2004 - November 2004.
Coordination of Analysis of Qualitative Data on Educational Innovation in two African Countries. Mariposa Consulting, LLC, through a sub-contract with Juárez and Associates coordinated the analysis of the dissemination of classroom-based research approaches for improving educational quality at the primary school level in Ghana and Malawi. The project involved a literature review, analysis of interview data, and the preparation of a research report. May 2003 - October 2003.
